Geoff Harrison is a qualified Civil Engineer who is a consummate, adaptable and enthusiastic project manager and consultant, with extensive experience and skills within the construction and civil engineering sectors. He is confident and versatile with far-reaching and varied knowledge of the Construction Industry (both Client-side and Contractor-side) spanning more than 39 years across both public and private sectors, working closely with governments and private businesses globally, consulting as both a Construction Manager and Project Manager.

2008 – 2012 Director: Medini Iskandar (Malaysia) Sdn. Bhd

Responsibilities
Project managed the infrastructure and associated facilities (including the construction of a 32 million gal/day Water reservoir and a 500,000 p.e. Sewerage Treatment Plant) for the conversion of 2,500 acres of palm oil estate and jungle to completed residential and commercial estate for the new city in Johor Bahru of Medini to serve an end population of 350,000 providing finished Estate conditions for 184 million sq. feet Gross Floor Area of development.
 
Finished all infrastructure contracts within Board approved period of two and a half years.
 
Completed contracts on time, RM 50 million under Board approved budgets and of a better quality than specified, with a total project worth of RM 1.4 billion.
 
Held complete accountability for project management of the concept and detailed design, engineering, quantity surveying, landscape design, consultants, tendering and awarding of contracts, contract management and construction of works to handover.
 
Successfully managed all elements of the project including:
  • Over 1,000 kilometres of underground pipes and conduits.
  • 40 kilometres of road.
  • 250 acres of parks and recreational open spaces.
  • 2Twin Reservoirs of 32 million gallons per day and 5 kilometres of twin delivery pipelines

Responsibilities
Established own consultancy specialising in client site project and construction management, working on a number of high profile contracts and developments including:
 
Werribee Park Hotel Development
Completed feasibility study for the conversion of an existing historic home for children into a luxury hotel, which was subsequently developed by a consortium including a previous Prime Minister of Australia.
 
Australian Grand Prix Formula One (Steering Committee)
Acted as project management and construction management advisor to the Australian Grand Prix steering committee to establish the track and infrastructure facilities at Albert Park Land in Melbourne
 
Telstra Mobile Phone – National Project Manager
  • Appointed as National Project Manager for the business to establish its facilities and retail outlets across Australia, establishing 20 sites in three years.
  • Located suitable premises in each city including surveys of competitor outlets and the negotiation of leases or purchase of premises.
  • Interviewed staff and managers regarding design criteria and designed and documented the outlets.
  • Organised and ensured permits and tendering of works including all construction management of works to the handover.
Private Company Development Consultancy
Provided design, cashflow analysis and feasibility studies, for a number of private developers within Australia including:
  • Valley Village Mews and Lilydale Village Mews retirement villages.
  • The Grampian Country Club development, which included planning, arbitration and public consultation to gain planning permission for an unpopular development initially viewed as environmentally unsuitable but approved by the community after discussions.
  • Private townhouse developments including direct negotiations with local council authorities to have existing planning laws changed to allow the required developments.
  • Moonah Links golf course including direct negotiations with local council authorities to have existing planning laws for a protected natural feature to be changed to allow the development.
The Museum of Melbourne
  • Project and construction management of the fit out of the Scienceworks Museum.
  • Designed and documented the exhibitions including interviewing all managers on design criteria.
  • Organised and ensured permit and tendering of works including all construction management of works to the handover.
Australian Federal Government
  • Project and construction management of the DSS’s offices and outlets in Melbourne including the State Tribunal offices and courtrooms.
  • Designed and documented the offices including interviewing all managers on design criteria.

The Peninsula Searoad Vehicular Ferry Development
  • Construction and project management for the vehicular ferry connection from one side of the Port Phillip Bay at Sorrento to the other side at Queenscliff to compete the Victorian costal road link.
  • Negotiated with 14 separate and conflicting state and local government departments plus two port authorities and local groups to gain approval of the works and operations.
  • Constructed the ferry terminals on each side of the Searoad approach and exit roadworks and associated car parking, toilet, kiosk and ticketing facilities.
  • Facilitated the licensing agreements and necessary parliamentary approvals.
Victorian Tourism Commission – Special Project Unit
Project and construction management of the commission and special projects unit established as a six person task force under the Honourable Don Dunstan QC, former Premier of South Australia and Chairman of the Victorian Tourism Commission, project included:

  • Sent to China by the Victoria Premier as the Victorian States’ government envoy to negotiate with The People’s Republic of China’s to give permission to the State of Victoria for a replica construction of the historic Facing Heaven Archway in Nanjing.
  • Project managed the construction materials, managed the PRC labour force including food, accommodation and entertainment and managed the construction of the archway.
  • Established and managed community festivals including The Melbourne Dragonboat Festival, The Chinese Harvest Moon Festival and The Melbourne Chinese New Year Festival.
